9:00AM - 10:00AM Chris Anderson Editor-in-chief, Wired Magazine For the People and By the People: Delivering on the Promise of Gov 2.0
Outside of government , a generation of consumers is growing up in Web 2.0, where popular sites are fast, easy to use and full of user participation tools, from comments to popularity rankings. Why shouldn't government websites offer the same sort of experience? This question, which has been asked for a decade, has never been easier to answer: they should and they can. The technology has never been cheaper and easier to implement than it is today. And with the first Wired president having come into office on the back of a social networking-driven campaign, there's no shortage of encouragement from the top. There are limits to how far government sites can go, to be sure, due to regulations and law. But simply making public information that is already available easier to find and use could go a long way towards engaging an online citizenry with government in ways that can benefit both parties. This talk will look at examples in both federal and state government and see where they went right ... and wrong.
As Editor-in-chief of Wired magazine, Chris Anderson is one of the most knowledgeable and articulate voices on the future of technology and how it shapes our culture. Fresh on the heels of his insightful presentation at Smithsonian 2.0, this keynote address, which he is crafting specifically for the FOSE audience, promises to be powerfully thought-provocative for the government IT community. |

8:00 a.m. Welcome & Opening Remarks Barry Rosenberg, Editorial Director, Domestic Defense 2009 part 1
8:05 a.m. Keynote Address - THE EXPANDING ROLE OF U.S. MILITARY FORCES IN DEFENDING AMERICA
Lt. Gen. Steven Blum, Deputy Commander, U.S. Northern Command
It’s been 130 years since the U.S. military was permitted to engage in law enforcement activities on domestic soil. That is still the case, but the Pentagon’s recent approval of a rapid reaction force greatly expands the role of the military in domestic defense. This session examines the challenges ahead for such a force.
The Washington Convention Center was unable to provide a suitable audio feed for this event. We apologize that only lower quality room ambient audio was available.

Thursday, March 12, 9:00AM - 10:00AM A Conversation with Louis Freeh
The Former Director of the FBI Speaks
on the Convergence of Homeland and Cyber Security
Louis Freeh was dubbed "the singularly best-suited person in America to run the FBI" by former New York City Mayor Rudolph Giuliani and "a law enforcement legend" by President Clinton, who appointed him director in 1993.
His compelling expertise and tireless approach to government security and counterterrorism issues facing today's complex world have redefined conventional criminal investigative methods. Heralded for transforming the FBI from a national law-enforcement agency to a global-security institution, Freeh doubled the number of bureau branches worldwide. The FBI's focus on counterintelligence, cyber crime, DNA technology, and electronic surveillance expanded and put Freeh at the forefront of a global war on terror.
Freeh's landmark investigations with high-profile cases will be the focus of his conversation with GovSec / U.S. Law attendees. His presentation promises to deliver fascinating stories from the most secure depths of Washington and beyond. Data security, outsourcing, and loss prevention are sure to be discussed, given his background as a lawyer and consultant to Fortune 500 companies around the globe. |
